Unfortunately, chalk it up to SE's translation stupidity. Regular Evoker's Spats and Evoker's Pigaches are actually Avatar: Emnity-2 as well, and Evk. Pigaches+1 is Avatar: Emnity-4. This oversight occured because in the JP description, it shows Avatar: Enhances accuracy Emnity-2 on the same line, which means that the whole thing was meant to be on Avatar itself. Which also explains why the English translation was updated and not the Japanese one.
