Actually Has little to do with number of people on either. Has to do with Demand from that chocobo stable, you can see this by getting a chocobo cost from each of the three floors in jeuno and then riding out on the cheapest one. all of the zones entering jeuno are near each other so getting a chocobo in port jeuno then going to rolanberry is really easy and worth a few gil for the extra steps. Another example of this if the cost of chocobo from smaller towns like khazam norg raboa which are normally less then 200gil each. If the price of chocobos is high (sometime up to 2.6k at the crags on the weekends) then either use chocobo tickets which can be purchased cheaper or quested when available, or walk. Walking will reduce overall costs for everyone and should be contagious. I see people buy a chocobo to go from mea crag to maze of shak which is like a 2-3minute walk and spend over 1k to do it. I also recommened going to dem and walking to the dunes if you are choosing between holla or dem since the walk is more direct and you will spend less time in zone. Besides if you walk you can kill all those nice mobs you pass on your way to destination and make some gil in the process.
