In case you are wondering, this place is Not a garden. It looks very similar to the Grand Palace of Hu'Xzoi.
To get there, you need to be done with CoP mission 8-2. After that, the access path is:
Tavnazian Safehold -> Sealion's Den -> Al-Taieu -> Grand Palace of Hu'Xzoi -> Garden of Ru'Hmet

You get to this place through the gate of the gods after you go through a long boring mission through the Palace.

How do you get to this place? I wanna go check this and Grand Palace out. I just dunno how to get there.

The layout is probably not as confusing as it first appears. From the looks of it, the top left one is the first floor, the bottom right the second, the bottom left the third, and the top right the top floor. The square openings in the same six spots one each map are probably simply stairwells up and down, and it is a single large central tower surrounded by 5 smaller towers that go one floor higher. Looks like only zone entrance is on the first floor at H-11.
