This was posted on KI. It is the Map with the mission path marked. It also has all the NPC's marked.

I will use his numbering.. Also, I will only use the first few words of the dialog so hopefully it won't spoil too much.
When you enter The Grand Palace of Hu'Xzoi, you are on the "upper" floor. The elevators takes you down the the "lower" floor.
1. Warning - ~J12 - upper floor - SE tower - need to get to NPC from lower floor
2. Grand Palace - ~J12 - upper floor - SE tower
3. Employ - ~L7 - upper floor - NE tower
4. Due - ~H11 - lower floor
5. Anti-intruder - ~E12 - lower floor - SW tower
6. Celestial - ~F12 - upper floor - SW tower
7. Fei'Yin - ~G9 - lower floor - need get to NPC via upper NW tower
8. Crystal - ~H7 - upper floor
9. Possible - ~I4 - upper floor - N tower
10. Utilizing - ~H4 - lower floor - N tower
Numbers 1 and 7 are the ones that are out of the way from the mission route. Both of these you need to get to from the opposite floor. You also need to get to both of these while you have an escort "paused"

Check http://www.ffxi-atlas.com/maps.php?act=show&id=huxzoi-palace and it shows the two maps above, as well as a 3rd map. As of right now, the only accessible part of this zone is that 3rd map. I presume that getting to the different parts of different maps will involve some teleporting around. Selecting the Gate of the Gods (after 8-1 CS) or the east Particle Gate gives the message, "The gate does not respond..." whereas selecting the west Particle Gate gives the message "The portal cannot be opened from this side." I'm going to assume that after the update in a few weeks, the unresponsive gates will become operational.
Also, this should probably be classified as a "Dungeon", rather than "Outdoor", as you can cast Escape in here. (Puts you in Al'Taieu just next to, and almost under, the ramp.)

hmm...i dont understand this map having been into the Grand Palace and looking at this map i dont see the the zone point. SE might have changed the layout of this zone. As of the moment, the Grand Palace is a long corridor that stops at Gate of Gods. And that long hallway isnt on these maps.

no sealion's den goes to al'tiaeu which goes to here, and then there is one more zone from this area called the Garden of Ru'Hmet
The Grand Palace of Hu'Xzoi is in the center of Al'Taieu. In no way is it connected to any part of Bibiki Bay.

If this is in bibiki, i bet it's higher than even the south part of the port. How can it not be, it has "Grand Palace" in it's name.
Possible entrances i can guess: The whirl pool there is supposed to be in one of the boat rides?
A secret tunnel somewhere?
In that mountain on porongu island?
Through one of the doors on the dock?
Someplace not in bibiki, they just gave us the map to taunt us?
I want to know! I vowed to die once or more in evry zone, i must succeed!

I have a few theories on how you'd be able to zone there:

The Grand Palace of Hu'Xzoi is not in Bibiki Bay. This new area has been added to the game but is not available for play yet. It is part of the new "sky" area (God Area). With the update today let us hope that they have opened up the missions to gain access to this area. You must have gone through all of the Chains of Promathia missions to get access to this (much like gaining access to Tu'Lia for Rise of the Zilart expansion). On the Phoenix server my team is the only team of North Americans that have come this far - we are all very anxious to get to the new sky. :) Hope that helps clear it up :)
