I used the Lucky Charm every time I found myself dealing with the Head Guard. When I used the charm, he would suddenly decide to guard somewhere else. At the end of the quest, I received the Key Ring Belt. I've heard that the different items you use decide what your reward is at the end. From what I can tell, the order of switches changes every time you do the quest. I plan on researching this more when I have time.

I completed this by doing small, medium, large, small, large, medium and got a high potion. I had the in charge guys badge and got the mithra sent to jail once. I messed up the order on the switches a lot. You have to start all over each time you mess up the order.
I got the quest from Salim, called "Bait and Switch". I did complete that quest in Tavnazia, but I've only called my NPC at a Rendevous Point in Windurst.
I have the first part down, but I really didn't have time to figure out the rest.
You start off by talking to Salim. Go examine the ??? at the altar to get a cutscene with Luto and her pal, Mirado. Choose a "weapon"(I chose the Lead Guardsman's ID). Don't set foot out of Metalworks area, or you end the wuest. Anytime you can quit the quest by examining the ??? again and select that you wish to cancel it.
You have to press all three switches twice without being caught. Each time you examine a switch, there'll be one of Salim's guards there. You have 4 options as an excuse to get by and then you can press the switch.
If one of your team members gets captured, you talk to some guy in the Craftmen's Eatery(Hume dude at the table), then get the cell key from Folzen, who's next to the large switch, and your remaining members gets him/her out.
So, aside from that, there's a certain order and you have to do it twice, with only being caught once or pretty much you've failed the quest, as far as I know.
Anyone wish to elaborate on this and send it in, be my guest, but I'd like some credit('cause finding out all that took a while ><). =)
another update: Darha the galka and the old man in the bottom floor main room, hungrywolf in the eatery, and the galka in the gunpowder room all give you the order of lever pushes. you just need to piece it together from their tips.
Ok here's what I know so far for this quest too: When you select the guard id- When the guard says "I could use a drink..or two..or three" use Miledo (the taru). He will transform into a guy to replace him. When the guard is sure the thieves are supposed to come there, use Luto (the mithra) and he'll chase after her.
Those clues were real helpful Queen, after I finished the quest all I got was a Hi Potion so bleh, Switch order was Big being 1,6 Medium 2, 5 and Small being 3,4 in that order.
you do not need to have any tavnazian quests done, I've never even BEEN to Tavnazian safehold. and I have never called my NPC fellow in either Windurst nor Sandoria. therefore this is erroneous information.

Good... someone else noticed them. I wasn't sure if I hadn't seen them before or if they were new. The fact that I can't figure out what they do is driving me crazy. ><

Edit: Atleast I believe it's your home nation you may be able to do it Bastok. It also costs money to change depending on where bastok is ranked and where your home nation is ranked.
Is there anything special about the shrines? Tam-Tam stops by and kneels and meditates/heals there whenever I can remember to do it ("It's the purrrinciple of the thing! =^.^=") but are they there for a purpose other than just being there?

WTF is this all about. I went to join Bastok today, getting tired of listening to whiening elvaan in Sand'oria. A friend of mine just did the same, switching to Windurst. He told me the application cost him 4k... I ride into Bastok, and it's 40,000gil to join. WTF is this crazy nonsense! 40k is out of the question!

Pre-requisites:
-Do quest "In Search of Truth" in Tavnazia
-Call your fellow NPC at all 3 main towns (+ jeuno possibly)
NOTE: It is not be implimented yet.

So you need to wait till the town you want to change allegiance to is not in first place, unless you have the cash.
