He is also involved in the Hat in Hand quest. He is one of the NPCs that actually says something different if you approach him during that quest.

In fact, the Hat in Hand quest overrides the Making Headlines quest in his dialogue choices. In other words, if you're currently doing both Hat in Hand and Making Headlines, his dialogue gets stuck in the 'Hat in Hand' quest and he won't give you the key item you need to finish Making Headlines. So consider the two quests mutually exclusive.
