If a town is in last place, that towns merchants will not carry wooden arrows... or at least that is the case in Windurst, so I would guess it applies elsewhere.

yes, this is correct. Same as Bastok w/ mythrill bolts. I think Bastok may be in 2nd though. not sure.

i have never seen a vendor out of stock, only guilds. You know they are out when the item is there, but it is greyed out, but you have enough money to pay for it.
