Ive never looked for this particular item here but im guessing it becomes available when Sandoria is first ranking so it might explain why you cant find it.

Neither vendor (Ashene/Thadiene) in Helbort's Blades carry a Baselard.
K-7 is the moat, so unless she's floating in it this is wrong.

Actually, K-7 is indeed the correct position.
On the map at K-7 you will see a faded outline, that outline is the "Helbort's Blades" shop building.^^
