hmmm This is not true in my server was:
1-Bastok
2-Windurst
3-San'doria (Windy and sandy allied )
and the circus was in bastok

Nations allied aren't a tie. A tie is when the nations on the conquest map both have the same place.
The allience is when the first place country claimed 50% or more of the regions. When that happens, the countrys will allience and you can get signet from yours or the allied nations gate guards.

S. San d'Oria - in front of AH
Only appears depending on what nation has control. I am a hero in both San d'Oria and Windhurst. Prices aren't very expensive to me (Lakshmi Server), but 50k for Goddess is nothing compared to whm/blm/smn/nin scrolls at high levels. I stopped playing my high level blm because of the outragous prices on the scrolls. So just remember that when playing Bard. Its hella cheaper than all the others.

due to the haloween festival i dont think he is there...i tried widescan also
I cant find him either. I am in sandy on titan and sandy is in first place. I even tried my rng widescan and he is nowhere to be found.

This person is in front of the South San d'Oria AH when San d'Oria is 1st in the world. Not in North San.
When Windhurst is #1, the troupe is at H-10 in Windhurst Woods, NE of the Bomingo Round.

Valeriano is part of the traveling troupe. You will find them in one of the three main cities in tents.
