I have no Sandy fame (I think I did like 1 or 2 quests), the Wijnruit were 124 to me, I don't remember what the price of the other items was.

Only when Windurst owns that region do we get to buy from certain vendors

ok i need to buy a few things from taraihi-perunhi.. he is located near the entrance to east sarutaruba next to where the guy is wher u get signet from..sometimes when i click on him it says buy or sell but many other times it will jus go into a dialogue sayin how he wants to earn lots of money etc..etc r there certain times he sells/buys stuff n if so does neone know the times?
This NPC is like all regional vendors in that they will only sell goods in the nation (Windy, Sandy, or Bastok) that has control of that region.
If you know that you need to buy from the 'Derfland' vendor, do the follwing:
- bring up the menu and select 'Region Info'
- Look on the map for the region whose vendor you want to purchase from
- The region will show either a blank circle or a national emblem.
- If it is blank, no nation controls that region and the vendor will not be available in any city.
- If it shows a national emblem, the regional vendor will be available in that nation
Keep in mind that there is a Derfland vendor NPC in each nation, but it's not the same exact NPC (like Valeriano's troupe who will travel to the nation that leads conquest).
The same thing goes for the other regional vendors.

thats understandable but uh.....this guy is in windurst so how does windurst not have control of itself?...today this guy wont sell to me either. hell right now while i type this my server has wind as number 1 so im just lost on how if wind is not only in control of the city and the direct areas around it, AND the world....why is this guy not selling?

because windy has to control Derfland for this guy to have materials to sell. windy can be in first and not control derfland...
