This npc is a she! All NPC Taru with only one name not two with a "-" between them are she. It's how the Taru do things. However what really annoys me is that us players can't do the same thing.
Nah, Li'Telor has to be controlled by Windurst to get stuff from him.
He is in "Lower" Windhurst waters. Right behind the Rhinostery.
