Yes it is, any mob popped from a beastmen banner is a NM.

all mobe that pop from banners on exp forces are NM.
not all NM check "impossible to guage", about half of them do, and the other half check normaly

All NM spawn as impossible to gauge. Monsters that only spawn in one location, but can be checked, are not NMs. A good example is Kraken in Qufim or Spook in KR's Tomb.
