Bundles arrows for you in exchange for flowers. Appears with the circus in town when nation is in first place in the Conquest. She only does the following arrows: Iron, Silver, Beetle, Horn; and the following bolts: Mythril, Darksteel.

Nokkhi Jinjahl : The Troupe Valeriano, at your service! Well, I'm more of a behind-the-scenes kinda gal, not an entertainer.

Nokkhi Jinjahl : People call me "Nokkhi the Tree-shaker"! While the other guys are doing their thing, I work on the sidelines as a quiver-maker. Basically, I can make it easier for you to lug around bundles of ninety-nine arrows or bolts or whatever.

Nokkhi Jinjahl : I've been doing this for a while now. so I've learned to bundle all sorts of stuff...

Nokkhi Jinjahl : Iron arrows, silver Arrows, beetle arrows, horn arrows, mythril bolts, darksteel bolts I've always been able to do...

Nokkhi Jinjahl : But now I can also bundle scorpion arrows, demon arrows, sleep arrows, kabura arrows, blind bolts, and Cacid bolts.

Nokkhi Jinjahl : Not to mention holy bolts, sleep bolts, venom bolts, bloody bolts, silver bullets, spartan bullets, and iron bullets.

Nokkhi Jinjahl : Bronze bullets, steel bullets, and plain old bullets!
I can even bundle those elemental cards that corsairs use!

Nokkhi Jinjahl : Aren't you impressed? Keeping up with all these new types of ammunition is hard work!

Nokkhi Jinjahl : Oh, and for the rrrecord, anything else is too much trrroubleto deal with. Not my thing.

Nokkhi Jinjahl : This ain't no charity, though. I'm not really interested in gil, but... Let's see here... Flowers... ? Yeah, you bring me a carnation for every ninety-nine arrows, bolts, or whatever you want organized, and we got a deal.

Nokkhi Jinjahl : I can make a quiver or pouch for up to seven sets of the same kind of ammunition. So you could bring me, say, one hundred ninety-eight silver arrows and two of those carnations, for example. I like to do things real efficient-like, you see, so make sure they're in multiples of ninety-nine.

That is correct when 2 nations are in 1st place means no pouches. Why would SE do this to us?? I guess the prices are going to be super high this week for those lucky ppl that did it before the tally.

This quest can now quiver all arrows, bolts and bullets use a carnation

fyi when 2 countries are tied for 1st (Bastok and Windurst this week on Bismarck) the circus doesn't appear in either town... just found this out the hard way with 24 stacks of beetle arrows on me =(

So , she can, lets say, stack a bunch of 99 ammo-type into stacks of 12?

it is a month since you asked this but i will still answer it. For instance if you give here 99 silver arrows and 1 carnation she will give you a silver quiver. When you use the quiver it becomes 99 arrows of that type.

So if you give here 7 stacks of 99 arrows and 7 carnations she will give you 7 quivers. Quivers stack to 12 so you can carry around 1188 arrows in one inventory spot although you have to use the quivers to turn them into arrows so you can equip them.

She only does it for the following:

Arrows:
Iron
Silver
Beetle
Horn

Bolts:
Mythril
Darksteel
