Not sure if everyone knows, but this NPC has changed.
It's been moved from the Metalworks to Bastok Mines [Shows the new area on this site already.].
Also, I'm not sure if it's for all regions, but he lets me warp to the Zulkheim Region [Valkurm Dunes] at lvl 10.
I think the new requirement for warps is just lvl 10 + Gil.
Not 100% on this. :<

well k outpost teleporter...mmh
so you talk to him and he will teleport you to one of your own nations outpost?
what would it cost me ? (gil?, quest?)
do i need a level ?
i guess it's expansive because nobody know this guy ^^

#1: You need to deliver the "Outpost Supplies" to the outpost first. (Talk to a Signet Gaurd).
#2: There are level restriction(s) depending on the area. Level 20 is the lowest (Ex:Valkurm Dunes).
#3: Cost money depending on who is in control. 200+gil if under your nation's control, 800+gil if under another nation or under beastman's control.
#4: Teleports you to the NPC teleporter at the outpost, returns you to the NPC in the city, not to your homepoint.
#5: If under beastman control, you CAN'T teleport back to yout city. (to some people that is obvious, just a reminder to check your region information to see who has control.)
