I have spent a good amount of time searching the area and haven't been able to see any tumbling truffles so I'm wondering if maybe anyone knows if it is just really rare to spawn or if maybe the area it's designated on the little map is not right or what.

I spent 30 minutes wandering around the designated area looking for this truffle and did not find him. So what I'm wondering is did I just somehow miss him or are there speacial requirements for seeing or what?

Is 19-20 a recommendation for taking him on with a party or soloing him? I'm a level 22/11 WHM/BLM and I'd like to know how early I can take him down(hopefully soloing).

White mages are not that powerful at level 19-20 even with Banishga and all the best armour. But you can try to bind, banishga, banish, bio, bind, blind, dia, paralyze, banish, and aero in that order and you might have a chance.
