You kill this in part of Mission 3-3 in Promathia Missions. You kill it and speak to the NPC standing by the rock. :)
I was camping new NM's the day I got my upgrade and saw this on widescan frequently.
I really don't know, but I think it will spawn every time it rains in CL, and if you ever been there... It rains a lot. I think due to it's frequency it is probably a quest NM. But I could be completely wrong.
On to the nitty gritty.
It is hard.
It seems to have a really vicious haste cast on itself, almost to the point of 100 fists.
I started to fight it and invited a lvl 70+ SAM to help. I got slaughtered, and he almost died too. Didn't drop anything.
Hits Hard, Hits fast, spawns pretty often.

And it's a quest or mission NM, dunno how strong it is, but it seems to be killed by what you said. Btw, they changed it, it doesn't thunder anymore... I've been there for over 24 hours together, first 16 or so hours, it was thunder, the last 8, which was about a week later when I was coming back to farm clusters, there wasn't any thunder at all... Damned SE, screwed me over money-wise again...
