windy had it 2 times in a row on our server. not sure about this week. had for 1 week about 3 weeks ago.
If his is a new NPC for Windurst Conquest overseer... this must mean that this was the first time Windurst took over Valkurm on the the Garuda server?

I never set my HP at the Dunes outpost, and not just because Windy never gets the Dunes on Asura. Selbina is right next door, and 100% free.
finally got in conrtol there once, it was tied with bastok on my server once, but bastok's npc was there
o, wonder if anyones EVER seen the npc's that would be in gustaberg, sarubataru, and ronfaur if the country near it wasnt in charge....hehe
