I saw him a few days ago, I was camping Vodyanoi when I see that WHM fish something, and of course the old NPC aboard start to freak out. He says something like "What in Altana's name did you bring onboard?! Take care of that thing! Quick!"

The WHM wouldn't had died, but wouldn't had time to kill it before docking neither, so I offered help and we killed it, dropped Pugil Scales :P
So maybe the previous poster is right, a Fishing Guild quest NM.

Since this mob doesn't seem to drop anything special, I am leaning towards this theory; however do you have any proof of this or at least the quest name?

Seems to be a 21-24 hour Pop as I have seen it two days in a row around midnight. Both times on the Ferry from South to North Landing on the front section of the boat around where the Tonberry NPC is. Both times it was claimed by the same 70 something JP RDM.

He did not seem to have difficulty with the fight but both times he did not manage to kill it before the boat docked. He seems to only be able to spawn that one time and if he is not killed then he won't come back for another day. He warped out both times shortly after we docked whereas I continue to fish long enough to take 2-3 more trips from South to North with no sign of him.

He spawned both timmes in what seemed like a little bit more than haflway through the trip.

well It might be for a quest, even though they dont post it up here, there might be something else involved in it like many other NM's that don't drop anything good/give a title

Hey this NM name isn't Aipaloovic its Aipaloovik.. Hehe Just wanted to correct how they spelled it. I saw this guy getting claimed by a JP WHM, I tried to ask what are the drops but he didn't reply. :/
