I can confirm this is a Yagudo NPC, I walk by him all the time on the way to camp Signa for BRD. ;_;

This is one of the Yagudo NPCs in Giddeus. He's involved in Windurst mission 1-3, The Price of Peace. Since he's an NPC, he won't drop anything.
