For a regional vendor to sell items, that country must control the region. I.e. for the Windurst merchant to sell items, Windurst must control Tavnazia.

well im from windurst and she tell me the same damn thing. when i first saw this i was thinking id now be able to get wasabi from windy....wrong. wonder if its just an eror by alla or posibly u need to do a certain cop mision to unlock this npc.

Once i finally found this NPC (tucked away in a corner) I tried to buy some
ground wasabi from her and she said "It won't be long before I set up shop right here in this very place. And once i start, there won't be no stoppin' me!" I checked again to make sure Windurst had control of the Tavnazia Region and they did indeed. I'm San'd'orian, could that be why she refused to even open up shop when i arrived? Anyone know?
