No its correct...I believe you're referring to Brass Knuckles which are lv 9. Unless I misunderstood what you are trying to say.

I think the moon also plays a part in synthing items with + 1.. ^^

Wrong. Usually you need about 11 levels above the crafting cap for the item to give the bonuses more consistant. Having one level above will do little to nothing to help get the +1 results. You CAN get a random +1 without having your skill being capped for the item though, it's just rare.

you have to do it repetedly. if you make thirty of something, one may be a +1. works the same way as making lumber and getting two instead of one. i think the more you do it the better chance you will do it too, but this is untested.

the plus one is random. sometimes you get it when you synth things if it is a alvailable option to.
