-talk to the quest starter
-talk to Ekhu Oesshyadha (H-6)
-talk again to Ekhu Oesshyuadha
-maybe have to talk again to Ekhu Oeshyadha (damn she gives allot of cs for different quest) till she talke about a vile
-talk to Zabahf (F-8) behind Tehf Kimasnahya
-talk to Ekhu Oesshyuadha
-talk to Tehf Kimasnayha
-talk to Hajaom (Elv not a old lady) J-10 (low lvl area)
-talk to Tehf Kimasnayha
maybe have to wait 1 game day now (not sure about how long to wait... can also be 12a JPN time)
and talk to tehf again.

Rate up good guide, I can confirm it's longer then 1 game hour. I zoned alot and was away for about 3 hours but the 3 would still say the same so today i'll give it another try after JPN reset.
