um... BRD songs makes the Latent effects activate so you would be able to use the Latent Effect maybe once or twice... Happy Egg or a Ranged Weapon would be better used there
Looks like a good item if you're a Bard, but I dunno if this prevents you from having anything in the range slot (like wind instruments). The latent is activated by having a song on you.

/equip instrument to play second song
/equip egg again for the boosts
this way your first song gets +skill and then you get the bonus of latent
your second song won't wear off when you remove your instrument, but you need an instrument to sing the second song.
