My money is on this being either the clutch weapon for a certain Burning circle fight (Perhaps Odin's attacks will play off of the 4 horseman of the apocalypse - War, PLAGUE, famine, and death [Dark Rider does cast death >.>] But it would have to be a severe effect to warrant the pricetag); OR, be the pop item for some nice NM that does nothing but spam ranged attacks on the tank and drops the Apakkulu Pendant*, which will enhance Accuracy and Ranged Accuracy based on apakkulu hate level.
*Apakkulu Pendant not an actual item, but you get my drift.

Ok after the sexy update for thfs this dagger is stronger then the Hop Harpe period and jus under the Harpe for DPS(damage per Second) plus cost less on my server to make
AND!!!! better yet the HQ of this dagger which will probably be rare is now 0.07 DPS then the P.Harpe with 194 delay and 34 Base Damage so...
I think SE has boosted it pretty well

harpe or hoplites harpe would probably be cheaper than this, dmg is less than hoplites and delay is same

According to the information above, the delay is actually 10 points higher than any of the harpes.
