This cloak would be decent for a pld who needed to grab hate quickly.+4 Enmity for provokes +15 atk for actually grabbing a mob's attention although not possibly the best for a pld, and +4 str is ok for that too adding +2 more atk. Then there is the def which is decent in itself I think, I don't know much about the highest def you can get from a cloak.
