It's auto 1hp per tick, but it sucks 3 mp per tick, not sure why the hell you would want to wear it, lol
If someone knows the latent trigger on this, please post.
I don't own one but I would guess it would be something like standing in water, or (very cunning) while you are moving about.
edit: I read on someone's livejournal that it was 3 mp > 1 hp, so that's kind of ew.
