This belt is obtained via Assault at the Azouph Staging point for 10k Assault points. It is quit easy to obtain. The 60 cap tier 1 assault at Azouph requires you to kill 14 worms in 30 minutes (this is with 4 people. I don't know if the number of worms you have to kill increases if you bring more people.) At 60, these worms only conned T to my rng. My assault perma and I completed this in 20 minutes with this set up: Blu,Rdm,Rng,Pup. Rdm is virtually a necessity (or a smn/whm would work cause of the high mp pool) because you dont have time to rest mp. I was consistently doing 1200+ slug shots on these worms without berserk.

i believe its obtained from an assualt and about 10k assault points, not sure though KI or somepage dont have anything on it. either way i would rather do the assualt to get this because atm some1 sed its 1mil+ on AH in Asura.
