I tried crafting one of these on my mule, who has 103 Bonecrafting, 60 Smithing and 45 Goldsmithing. I failed 3 attempts, losing Relic Steel each time (along with some of the cheap items). I received no skill up attempts on those 3 failures. The first attempt was with no support, on Lightsday, first quarter moon. The other two attempts were with Advanced support from the build in Bastok, on Darksday, similar moon phase. I faced SE all 3 times. So, either:
A. The Goldsmithing requirement is at least 51
OR
B. I'm just extremely unlucky.

perhaps it is because there arent that many mobs that have MP that this weapon should proc more often.
Not as good a scythe for Drk or even Blm as Blackjack, though this is a lot easier to come by.
More than likely the additional effect won't activate as much to make this a outstanding weapon, even then the mob has to have some MP to work.
