Just got this Katana tonight(Thank you to everyone in YattaCo on Seraph!) I have read a lot of information(and misinformation) on the latent. In my own limited testing I have determined that the latent is triggered by having utsusemi up. Both Ichi and Ni give a flat bonus of 5 attack.
I've tested this with various attack ratings between 300-400 and it looks like a flat bonus to me. It must be noted that I have only had the opportunity to test it solo and rumor has it that the bonus varies with the amount of people in your party/alliance.
I'll update this post when I've had the opportunity to do further testing.

It dropped from Hundredfaced Hapool Ja NM in Mamook. It spawns its copies as it use Utsusemi (yea THE real kage bushin no jutsu, hahaha)
spams firespit(only does firespit, no other special abilities), and the copies also do firespit whenever it uses it.

It's rare/ex so no recipe. Hopefully, they didnt add it as a drop off Hydra or some crap....and hopefully, the latent isnt too lame, but hey this is SE, where they give us a new Shuriken that drops occasionally as a single shuriken from a BC. Hey thanks SE!
Being as its Rare/Ex any info on the drop or mission its gaind from >.> would be appreciated.
