Well, look at the stats. They are both divisible by the number 3. So is the level at which it can be equipped. So, I would assume that the Latent Effect is activated any time your current level is divisible by 3. That seems more realistic, being equippable for a full 17? levels.

I read that the latent is activated by being a level that's divisible by 5. Meaning it'd work at 75.
Also that it comes from ??? Ring Appraisal. This is unconfirmed info that I read from someone on a forum, so don't start passing it off as fact. Shouldn't be hard to test the latent as long as you actually get your hands on the ring though.

Looks like it was meant for lvl cap bc and enm which would make it a nice ring if you do a lot of those. Does anyone know how to get one?
Multiple ring only works when you are at a level multiple by 10, so level 10, 20, 30, etc. This ring might make sense if it only works if you are at a level divisible by 30. So only 30 and 60 I imagine. I really hate latent items with good stats. It's always too good to be true. Sure it's nice when it activates but I don't need extra crap taking up space when I could find something else that is more all purpose.
