Rajas ring + Skadi legs = 12 Store TP. That's just enough store tp to hit 5.0 tp per hit with blau/sirocco. 
If you add in Chiv chain and Brutal you get 5.1!

I agree that Skadi's is better than Homam in the leg slot for a haste/accuracy build while eating meat and arguably better for soloing. As noted by PseudoSX above this piece has 2% haste on it, which should be added to the description for these.
Wearing Skadi's over Homam in party you gain:
Accuracy+1, Attack+5, Store TP+7
You lose
Haste+1%
My opinion would be that you gain more in terms of overall DOT while wearing Skadi's.
Wearing Skadi's over Homam while soloing you gain:
The benefits listed above, ranged accuracy+4
You lose:
Fast cast effect, HP+26
If you are soloing anything worthwhile the HP+26 seems almost negligable, so it's really DOT and rng acc vs fast cast. More than likely it would depend a lot on what you solo when choosing which piece is better. Personally I would rather be able to stick bolts more consistantly. /shrug

I can't really give this one a better than Homam rating. Homam has fast cast which makes this godly for soloing as well as 1% more haste and more acc, I believe. The Homam legs are for PT and solo and therefore invaluable.

Slightly better than the Akinji leg pieces. The Store TP is +7, which with Rajas Ring can make quite the difference in a barrage TP return. These pants also give haste +2%. So if you can't get any better haste gear for THF, this is definitely better than Bravo's Subligar.

It's better than the homam legs for that matter. Nothing touches the Heca subligar for WS though.
