Correct they drop from Silver Sea Remnants from memory.

Theres a IMP nm that drops these 100% I believe. I got a pair last week.

I think they come from Salvage. Gotta beat Aht Urhgan Mission 15 and be 65+ to join. Includes 18 members. Then later you can upgrade them to the super 75 uber-gear.
