can you only get these from the festival? is it only for one time a year?

When I went to toss this item for room, it seemed like an important quest item in that it asked me to make sure I wanted to throw it away. Is that just because it was given during the event?

It's not just for bards. I used it with Ninja and it also gave me an extra 5 HP. This is user: babbott's wife posting under his name. ^^

now I don't remember exactly which it was, but this also HHP+2 or HMP+2, though I believe it's HHP+2 since this is a melee food.
