I was running to do assault and saw this suspicious npc facing the wall. Got the Cs and he offered me this ticket in exchange for 1500 assault points. After you picked 'you are in' with his offer. You will have options to choose which assault you will like to deduct 1500 pts from (in exchange for this ticket).

I bought the permit, but if your really worried about paying a silver piece to get in and don't have any assault points, just get the Stage point. However I still think the permits a good idea. Plus the NPC says it gets you into different areas of the remnants as well.
You can get this key item if you dont plan on doing Salvage, and never have to pay the Imp Silver Piece fee again. You can access any entrance of the ruins with it.
