For whatever reason, if you're looking to catch these, hands down fish in Ranguemont Pass. Crayfish are the only fish to catch, and there are no monsters OR items to snag your line. You can use either the Robber or Rogue Rig if you like, or just buy little worms from Lusiane in Southern San d'Oria on your way out the door. I fished these just to test it at first pond you come to, (F-9) of Ranguemont, and caught 24 crayfish with 24 worms. Mobs in the area range from around 28-32.

Also sold by Kulh Amariyo at Aht Urghan White (I-10) near the port with the ship to Mhaura. 38g a piece.

Skill cap is where you stop getting skill-ups for a particular fish or recipe

I was able to get crayfish with a fishing skill of 1 in Zehrun Mines and the lake in West Ronferau.

Its skill cap is level 7 and can be caught with Little Worm, Sliced Carp and Shrump Lure.

little worms work best for me. place i like to fish is at windhurst woods H-10 have caught like 12 crayfish but i have gained like zero xp in skill.

You get skillups the most when there is a new or full moon, and best on darksday. I'm fishin up crays, moats, and goldcarps in windurst as level 26 lol I wanted to use cheep bait for moatcarp.
