I believe that is correct. You have to be in a party while Garuda is out for the latent affect to activate. Otherwise. I find this scythe pretty useless. The speed is terrible. Nice damage and AGI4 is ok too.

correct me if im wrong but latent is active while someone in pt had garuda out?
