Goldsmithing must be at least 41.
I crafted this flower twice with Goldsmithing 35 and broke it twice. Then i crafted it with Goldsmithing 40 once and got a 0,2 Skill Up.

Edit: Didnt get anymore Skill Up at GS 41, so this is probably cap. According to FFxiClopedia and other sites main craft is Alchemy 80 and not Woodworking. Alchemy is more likely it, because my Alchemy is 96 and my Wood is only 60 and the materials sound more like Alchemy (Super Ether, Wildgrass Seed, ...) as well.
