Tea would be made through cooking, presumably. Not alchemy. And doesn't it also say the combination is void if you lack the proper rank/level in the guild?
One would think, logically, that the combination required is a fire crystal, windurstian tea leaves, and distilled water, but maybe we need someone of a high enough cooking level to get it to work.

Doesn't work. you get the "that combination of materials cannot be synth" message.
