You can get it through Campaigning. You can purchase this blade from the NPC that gives you the sigil & such. Its listed under the Item exchange option when you talk to the npc in the Sandy[s]. You have to have a Medal of Altana Rank/medal & 100k allied notes if you are from Sandy or 150k if your from another kingdom. Hope this info helps.
