Based on Int alone this thing can be worn until level 71 when you can wear the Prism cape.
I decided it was worth it and got it for 40k. I got lucky there was a lot for sale so people had some under priced. Normally this is about 50k-60k on Leviathan.

Is this going to actually last me? how long till another cape offers more INT?
Unless you want to upgrade to a Red Cape +1 (which I just did) this should last you until your 60's or 70's, depending on what you'd like to wear when you get more options.
