I doubt this item, or Brocade Obi+1, has actually been seen on many servers. The +1 Obi's uses are very situational and those would cost a lot of money to make even if it was a guaranteed HQ.

um.. doesn't this have a Spell Interruption Rate: -8% ?? O.o; cuz thats what the other obi's +1 versions have...
