Only Windurst conquest guards (entitles W.W. at the end of their names) issue these mitts. You don't have to be FROM Windurst to obtain them, but being from another country will increase the number of conquest points you need to purchase them, especially if your country is currently ranked higher in the current conquest results.

Anyone know which nation gives these mits for conquest points? these are some pretty nice mits .. a must have if u cant get or wear Ochiudos Kote at this level.
There are also +1 (which I'm using) and +2 versions of this equipment. I'll submit those after I can take screenshots.
