It may be too late to answer for you specifically, but I'll respond for anyone else that may want to know.

If you are not a citizen of Windurst and want to buy this with CP, you have to go to Windurst and talk to a WW guard there. The Ducal Guards in Jeuno will only sell you CP items from your own nation.
