These things sell to NPC for around 6500 gil with high fame in Jueno. You can probably get more if you sell them at your home nation if you also have hero status there.

I also got this from a chest in Delkfutt's Tower. In my case, this was around the 7th floor. Key dropped from Evil Spirit.
This item appears to be used in crafting, as price histories on Shiva server recently reflect repeated purchases by 2-3 buyers. At last check, this item sold consistently on Shiva Jeuno AH for 6k (10-MAR-2004).
Not sure if it is used in crafting or not but probably bought by that much by ppl who want to dual wield the axe or as someone said earlier if you have high fame they can be npc'ed for 6500+ so for 12k you can get 13k+ in a few seconds.I guess at the npc thing but I'm sure there are ppl that need 1k extra gil for an item fast so they do that to get it quick.
