You can buy the map from the Commerce Area just across from the Auction House in Lower Jeuno. You talk to Imasuke in Port Jeuno, he wants you to bring him a Kaiser Sword. Trade it to him once you get it from the Dancing Weapons from Qufim Island. In exchange, he'll give you the map of Lower, Middle, and Upper Delkfutt's Tower.

Delkfutts Tower is a Dungeon and not part of the Qufim zone. Qufim map you can buy across from AH in Lower Jeuno. The map of the big crag looking thing that you go into is called the Delkfutts Tower and has I believe 3-4 lvls inside going up. This map the one for Delkfutts Tower CANNOT be purchased unless I am mistaken and you can get from A.H.. As far as I know this map must be quested for as per the instructions above.

It only includes the 3 different areas of the tower itself, not Qufim Island. The island map you can buy from the Center for Commerce in Lower Jeuno.
No, I don't think so, Qufim Map is a seperate one.
