I came to a conclusion that:
-white backgrounds = +1 of an item
-blue background = +2 of the same item
this is true with the sardonyx ring (standard)
courage ring (white back ground = sardonyx ring +1) and courage ring +1 (blue background = sardonyx ring +2)

Last night, Jeuno had about 4 of them, around 20k-28k. This was on the Fairy server. Went to the AH the day after, all 4 were sold.

I am guessing it is acquired through RK TK or such by use of Conquest Points

You get it in Windurst, off of the War Warlock with conquest points. Hence the Federation (of Windurst) name.

Why is there a blue box around this sword? I noticed the same with the Windurstian Sword with a white box around it.

I am wondering the same thing... On Fenrir none of the auction houses have EVER had this weapon up for sale except for Jeuno, Jeuno records six sales of this weapon in the last YEAR!
