hmmm Lightsday 5% new moon and she has them
Elshimo is under beastmen control so I had to try Dabih in Ru'Lude. I was worried at first that I might have to wait forever but she was selling them when I got there:Waning Gibbous (71%), 21:33 Watersday.

I dont know about how hard it is to get these pumpkins from the jeuno girl, but i got lucky i guess and she was seeling them when i went.
it was Iceday, first quarter moon 48%, and around 6:00. Lowladns are under Beastman control, which is why i had to try her. I stocked up like mad, just in case this really is a hard sell to get.

Ok, here is what I got
Elshimo Lowlands Sandy control
So I went to port sandoria and got em for 95g
I never would have thought that buying depended on moon phase or anything
but it was waning Gibbous (93%) on lightsday
if that helps anyone...

Looks like from other posts it has to do with Moon Phase more than Anything.

I tried looking for ogre pumpkin on ALL the element days(fire, wind, ice, etc) and still have not seen the ogre pumpkin for sale.
Sandoria is first, Bastok + Windy are alliances, and Elshimo Lowland and Highlands are taken over by beastmen.

My new shipment came in, talk to me and I can show you what we have.
So I go check and sure enough she had the pumpkins.
It was Tuesday around 3:15 (not exact) pm PST earth time, Iceday around 16:00 or so 19% moon vanadiel. So it surely wasn't firesday when she started selling them... I suppose it is random, or correlates to the vanadiel season or something (I should have checked what the month-day-year of vanadiel was).

Ok I am almost pretty sure that the Mithra girl sells these ONLY on Firesday. After reading everything here, this was the only time the girl sold pumpkins.
On Carbuncle, Bastok is in last and people from Windy (in 1st) couldn't buy it from my LS. Neither could friends from Sandy. I have lvl 8 fame so fame has nothing to do with these pumpkins as someone with lvl 4 fame bought them a few weeks ago on my friend's list. I started on Watersday and checked every day, checking the moon (which was about 50% each day) and by Firesday, the girl finally sold pumpkins. I guess this is the solution to the problem.

Dabih didn't have pumpkins for me for a few days, I remember the moon was below 50%. Today, she has them. Waxing Gibbous 67% when I got some. The conquest info did not change at all, so...it's not that.
My theory is that it has something to do with moon phase, perhaps 50%+, maybe even just waxing gibb-full moon only.

Only time I remembered seeing her with the pumpkins was back when it was around the time of Halloween. I'm from San d'Oria but I'm not sure on what rank San d'Oria was at the time in the conquest but I did remember seeing her hold the pumpkins when the Halloween event was starting up.

alright, this is how it works...
currently, sandy is in control of the elshimo region.
the npc in jeuno currently does not sell these to me because bastok is 3rd in the conquest rank. if bastok was second or first she would sell these to me b/c i'm from bastok. who controls the elshimo region has nothing to do with when she sells it to you. as long as your city isn't in last place she will sell the pumpkins to you.
this is just what i've noticed. if you can prove this wrong please do so and we can think of more possibilities...

Elshimo Region is under Beastman Control and still the NPC in Jeuno doesn't sell these. When does this girl sell pumpkins?

As someone said, this is sold in Ru'Lude Gardens. The NPC name is Dabih Jajalioh and she is below the AH (F-9). I'm looking at her wares right now and she sells the pumpkin for 96 gil (max fame?) along with some flowers and chamomile. Lower Elshimo is currently beastmen control so possibly that is the trigger.

A child mithra sells these under the Ru'Lude Gardens AH in Jeuno. Can't remember her name though.
I think her stock varies depending upon which regions are non-beastman control.

If it's from the Elshimo Region, that means only when a city has control over the region can these be sold by NPCs in towns. If no regional control is made, then no pumpkins.
Although i think Kazahm sells them by the dock? Unconfirmed.
As far as I can remember, they have:
Pineapples, Kurur Beans, and a few others, just don't remember what they were.

Confirmed: These pumpkins do NOT sell at the dock in Khazam. Only the NPC in the country who has control of that region does.
