You can get Saruta Cotton if you use an Ice Crystal while gardening, works best for me with Ceramic Pots.
If you want to know what you can harvest from seeds, go to Pikko's Pots... forget the exact website, but just google Pikko... Once you know what is possible, then check prices for the results, see how quickly they sell, etc. (or determine what you need for your crafting if you are going to use the results yourself).

i like to farm lil things and sumtimes go farm the trees and i think they drop over otehr kill bc sumtimes i just run up to them and use banish 3 and murder them and they drop seeds

Is there an NPC that sells these?
To my knowledge, there are no NPCs that sell seeds. You either have to farm or buy at the AH.
You can Harvest them as well, but chances are you will make enough of the other items to buy your own seeds. Seeds are not very common so you get a lot of other junk or goodies as well.
