There is a consistent spot the Water Elementals spawn at in La Theine, near a pond, at location (L-10).

They only spawn when its raining.

If you use a cluster on yourself you obtain a stack of crystals same as the cluster

why do the clusters cost so much more than the stack of crystals when they are the same thing?

some are used in synths. like the water cluster is used in the CoP item water tank.
