Looking at DPS:
Using two of these, you get a total delay of 380, multiplied by 0.9 due to the Dual Weild 1 trait, you get a delay of 342, for DMG 22. Thats 0.064 DMG/delay.
Using the DMG 12 Delay 227 katana's (Take you pick on which one), you get a total delay of 454, multiplied by 0.9, to a delay of 408 (Rounding down). This is for a DMG 24. Therefore, you get 0.059 DMG/delay.
Not a big difference, but still enough that I use these over the DMG 12 Delay 227 Katana's

You'll miss a lot more with iron swords though because of NIN's lower skill cap with swords vs Katana. Even though the damage is less, the skill cap is higher so you hit more often and crit more often with a Katana if you are a NIN than with swords.
BTW. It's not mentioned in the description of the weapon but these have a chance to paralyze. When it happens it simply says "The (whatever) is paralyzed", there is no "additional effect" message in the log.

Additionally, your skill level with the weapon you're affects your attack (+1 attack for every skill level), so your attack with a katana would be higher vs. a sword, even if both are capped.

You fail to mention that this "chance to paralyze" is only when you use Blade: Retsu, which paralyzes based on TP. So it's not in the description because you're mistaken.
Damage is exactly the same as a Shinobi-Gatana or Mokuto but with a much lower delay and the next weapon you'll be able to use is at lvl 26, so a better question might be why not use it.
Dual wield works with any single handed weapon, but NINs katana skill caps higher than other weapon so you'll want to use katana for the same reason a THF uses a dagger, you hit more, crit more, and do more damage overall with this than anything else.

It's not a matter of weapon damage, it's a matter of accuracy
Is there some reason to use this weapon (besides to carry the kunai-style weapon)? The damage seems to be terrible. Does dual wield only work fully with Katanas or something?
many nin will equip this in their off hand if they want to solely use katans. the damage is the same as a mokuto but the delay less.

In Norg for sure. Or at the Tenshodo shops, I believe.
